No, Merlin Project Express is only available for subscription through Apple's App Store. It is also included with the Setapp subscription service.

Since Merlin Project Express is only designed as a semi-professional application without multi-user features, we decided not to sell it directly. We rely here completely on the possibilities of Apple's App Store.
